Proposal Summary

We propose to enable independent thinkers in Afghanistan, and especially in Ghor province, even those not having Internet connection, to participate in the „Minčių sodas“ online community and find support for their endeavors. For two months we will correspond with Afghans active online. „Minčių sodas“ founder Andrius Kulikauskas will then travel to Afghanistan for one month to make contact with independent thinkers in Kabul and Ghor and discover ways to work together. We will explore how to support thinkers in Ghor with electronic tools by which they might share their thoughts and files, and how to organize delivery of USB flash drives with such files to and from Kabul by „sneakernet“. After the trip, „Minčių sodas“ thinkers in Lithuania, Afghanistan and around the world will for two months support 10 micro-projects for developing Ghor province. We will help Lithuania's journalists correspond with the thinkers leading these micro-projects.

Proposal: Sneakernet in Afghanistan

I am writing a proposal to Lithuania's Foreign Ministry to help with reconstruction of Afghanistan's Ghor province. The proposal is due March 13 and can be up to about 30,000 euros.

I ask for your help to find partners in Afghanistan but especially in Ghor province.

I will propose to set up a "sneakernet" system for carrying electronic files (such as emails, data, documents, textbooks) on USB flash drives between remote areas and Kabul. We would work out practical strategies for linking up anybody with a computer so that they can send and receive emails and file attachments (it may take days or weeks to deliver, but it will be delivered!)

The project's main goal is to create a network of supportive people who help reach out to include participants in Ghor province. Steps would include:

  • Identifying computer users who would like to participate.
  • Making a map and working out delivery routes.
  • Figuring out a fair payment system for those who deliver the USB flash drives (we would provide these funds and also the USB flash drives)
  • Identifying the interests of the participants and organizing them into relevant online forums of our Minciu Sodas laboratory in the language of their choice (they might be related to mathematics, Islam, agriculture, technology, education, etc.)
  • Facilitating the inclusion of these participants in Ghor province so they can make contacts in different parts of Afghanistan and around the world and get help to answer questions that interest them
  • Working together to create and share desired materials, for example, learning materials that could be used with OLPC laptops
  • Develop simple software and hardware solutions to make the "sneakernet" system easier
  • Facilitate assistance through an online chat room staffed by assistants in Afghanistan and around the world, including Lithuania.
  • Get better computers as needed for key participants in Ghor province
  • Lay the groundwork for understanding who might be the best people to work with in Ghor for future deployment of computers such as the OLPC
I ask for help now for the first step to find interested partners throughout Afghanistan (but especially Ghor province) who might like to participate in this Sneakernet and our Minciu Sodas laboratory for independent thinkers.

Mohd, I would gladly send $100 for a part-time project to you or a person you recommend (who has online access) to identify those who'd like to participate. I'd need this information by March 13 so that I could include it in my proposal.

Nasim Fekrat, I would also gladly send you $100 if you could help as above.

I'm also hoping to be able to report some first steps by then from Kennedy Owino and Ricardo on their project in Nairobi. Is that possible?

  • improving basic education

I put your question abt partners to my friend, Jayne Cravens, who I originally met when she worked for the UN Volunteers in Bonn, linked with an online volunteering service called Netaid. She has links to a huge number of individuals and orgs using ICTs in some way, and herself has been involved in numerous such projects. She was also posted to Afghanistan for awhile, again in link with the UN.

As for partners for the ICT project in Ghor -- most potential collaborators are going to want to meet with someone face-to-face to hear the pitch. Also, you need to be VERY clear about exactly what is meant by "partner." Is the partner someone who introduces this project's organizers to potential funders? Is the partner someone who is asked to provide staff time, equipment, or other in-kind support? Is the partner someone who is asked to provide funding?

Vic Getz <vgetz@moscow.com> runs the Afghan Gender Cafe (www.afghangendercafe.org/). You might see if she would be willing to post about this proposed activity to the web site. You could also ask her if she would be willing to send information about the proposed activity to the Afghan Women's Forum, a monthly meeting in Kabul of Afghan women and others working on initiatives related to Afghan women.

If a woman can be sent to address the forum about this proposal, to talk about how it might benefit women, all the better.

The organizers should also post to the bulletin board at the Survival Guide to Kabul: http://www.kabulguide.net. This is read by most of the foreign aid workers living in Afghanistan.

Afghanistan Internet usage is two percent or five hundred thousand people. The number is almost doubling per year.

There are 600,000 people living in Goro province. The troops help at the sole hospital in the province, at a home for orphans and at several schools.

Sun, 26 Apr 09 11:33:21 +0000 markuspetz: Andrius going to Afghanistan is very dangerous for you. Of course you can do as you please, but is it not better to work through the Afghan diaspora, rather than try and step into what is in effect a mediaeval warrior culture you know very little about?

I only think of efficacy here, Minicui Sodas has much support around the world and already partially developed projects. Why not put focus in these, the potential business development and academic links will be quite limited in Afgahnistan.

Surely its better to continue the work we have done in East Africa, Oaxaca or even Europe where there begins to be effective networking and project applications?

However, if you do decide to go there I recommend finding out about political situation: Robert Fisk is good for this, cultural aspects: especially hospitality of local tribes. Know that the use of English is very low and literacy is also quite low. There is a high risk of kidknapping and you will need to pay a guide to achieve anything meaningful.
